Security Council votes to approve Libyan no-fly zone; military strikes expected 17 Mar 2011 The United Nations Security Council voted 10 to 0 supporting the use of "all necessary measures" including the use of a no-fly zone to protect civilians and rebel forces in Libya from forces loyal to Col. Moammar Gadhafi. Russia and China, which held veto powers, abstained from the vote, along with three other council members. The passing of the measure is expected to lead to U.N.-backed military strikes in Libya within hours, according to media reports.
 
Britain, France and US prepare for Libya air strikes 17 Mar 2011 British, French and US military aircraft are preparing to defend the Libyan rebel stronghold of Benghazi after Washington said it was ready to support a no-fly zone and air strikes against Muammar Gaddafi's forces. Jets could take off from French military bases if a no-fly zone is approved [it was] in a fresh United Nations security council resolution authorising "all necessary measures short of an occupation force" to protect civilians. France, which has led the calls for a no-fly zone along with Britain, has offered the use of military bases on its Mediterranean coast about 750 miles from the Libyan coast.

Resolution 1970 authorizes a no-fly zone over Libya and to allow "all necessary measures" to be taken "to protect civilians and civilian populated areas under threat of attack in (Libya), including Benghazi, while excluding an occupation force," Reuters reported on Thursday. It allows for airstrikes to halt Gaddafi's offensive against the revolutionary forces in Libya.
 
In Reversal, US Backs Libya No-Fly Zone 17 Mar 2011 Supporters of a no-fly zone over Libya called for a vote Thursday on a U.N. resolution aimed at preventing Moammar Gadhafi's planes from carrying out aerial attacks, while the United States, in a striking reversal, pushed for broader action to 'protect civilians' from ground and sea attacks as well. Republicans already voted to eliminate all federal support for the Corporation for Public Broadcasting for the current fiscal year, which helps public stations buy NPR programming, but the provision was not incorporated into the continuing agreements that have kept the government funded. The latest vote was 228 to 192, with one lawmaker voting "present."

UN Authorizes War

"He who mounts a wild elephant goes where the wild elephant goes."

I thought of those words of Randolph Bourne, the Progressive who became disillusioned by his fellow Progressives' enthusiasm for U.S. entry into World War I, when I heard that the UN Security Council, led by the Obama administration, voted to authorize "all necessary measures" to protect civilians against Libyan Col. Muammar el-Qaddafi.

All necessary measures.

Advocates of liberty, not to mention of decency, wish the Libyan people the best in their courageous struggle against the brutal bastard Qaddafi, but that is no justification for U.S. intervention, even under UN cover. A hundred reasons could be cited, but two points should suffice: The government has no moral right to insert the American people into another Mideast war. Moreover, whatever the Obama administration does will have the foreseeable even if unintended effect of killing and maiming innocent people. When you go to war you release an evil, unpredictable genie from the bottle, and it's difficult to put him back in. In the meantime you do a lot of damage. We need no more enemies in the Muslim world. The U.S. government has wreaked enough havoc -- has spilled enough blood -- there to last a long while.

John Quincy Adams has been quoted in similar contexts countless times, but evidently not enough. America, the then-secretary of state said in 1821,
goes not abroad, in search of monsters to destroy.
She is the well-wisher to the freedom and independence of all.
She is the champion and vindicator only of her own.
She will commend the general cause by the countenance of her voice, and the benignant sympathy of her example.
She well knows that by once enlisting under other banners than her own, were they even the banners of foreign independence, she would involve herself beyond the power of extrication, in all the wars of interest and intrigue, of individual avarice, envy, and ambition, which assume the colors and usurp the standard of freedom.
The fundamental maxims of her policy would insensibly change from liberty to force....
She might become the dictatress of the world. She would be no longer the ruler of her own spirit....

If those words ever really described America, they certainly haven't for a long while. So let's work for a future in which that description applies. We must rise in protest to prevent the Nobel Peace Prize-winning president from making more war.

Today, when a concerted effort is made to obliterate this point, it
cannot be repeated too often that the Constitution is a limitation on
the government, not on private individuals -- that it does not
prescribe the conduct of private individuals, only the conduct of the
government -- that it is not a charter _for_ government power, but a
charter of the citizen's protection _against_ the government. --

Freedom doesn't stop at any doorstep.

Fox News has shown video of a portly school boy being bullied and
socked by a smaller, but bold kid who danced like a boxer. After
being hit several times, the larger kid, rightly, asserted his right
to self-protection and threw the smaller kid, upside-down, to the
sidewalk. Amazingly, the larger boy got suspended from school because
the "rules" of the school require kids to report violence to a
teacher, rather than taking action themselves. That rule is a clear
violation of every citizen's right to self-protection. Under my New
Constitution, those who made a rule which violated that boy's civil
rights will be spending at least the next three years in prison for
violating the New Constitution all of them would have had to have
sworn to uphold.

In a similar case, Wal-Mart fired two security men for attacking a man
with a gun. The "store policy", supposedly, requires those facing an
armed person to become submissive and not to foment "violence". That
Wal-Mart "rule", also, violates the right to self-defense, and would
subject that company to severe civil penalties for firing those men.
But no one would be going to jail, because businesses don't have to
swear to uphold the New Constitution—though they are bound by the
requirements, therein.

In medical facilities all across the country, "medical protocol"
sometimes runs counter to the Constitutional rights of both patients
and their families. In a personal experience, I observed non-
professional care being administered. When I rightly complained, I
was accused of "making a scene" and was threatened with arrest if I
didn't leave the facility. So, I have included the following in my
New Constitution:

"A Citizen's constitutional rights supersede any medical protocol."

From my experience, the USA—be that governmental or societal—is taking
away civil liberties at an alarming rate. It used to be that
customers were valued by businesses. Just this week, I inadvertently
purchased a box of #10 business envelopes without the blue, security
printing. That same day I returned the box to STAPLES, expecting to
quickly be credited for the purchase amount and allowed to pay the
balance for the secure envelope type. When I got back to the checkout
counter, the "Yankee-seeming" checkout man asked for my sales
receipt. He insisted that he needed such to know "how much" I had
paid for the envelopes. I rushed to the shelf price sticker and
reported the cost was $7.99. He said he would need to see my driver's
license, which I gave him. I was amazed that he copied every single
word on that license as if he was catching a thief. I was still
expecting that jerk to credit my purchase. He again said that he
didn't know how much I had paid. I suggested that he SCAN the barcode
to find out. The idiot-like checkout man did that, then said he would
only give me $4.99. Needless to say, in my entire life, I have never
had any business question my honesty when returning any purchase, much
less such a cheep purchase. It was as though he was accusing me of
stealing the first box, just so I could get that much money taken off
my second purchase. Whether as a threat or not, he said he would have
to call the manager. I was thrilled and said for him to do so. I
explained to the incredulous-looking manager what the problem was. I
told him I had paid for the purchase with my business credit card.
Without much difficulty, the manager found that day's record of
purchases and determined that I had paid $7.99 just like I'd said.
Within another minute, I had paid the balance due. It is important to
note, that at no point did that "manager" or the idiot clerk apologize
for detaining me for approximately ten minutes, and for defaming my
character in a public place for simply being one of their, obviously
not very appreciated customers. I would not recommend STAPLES as a
corporate culture to be emulated. They have only adversarial
relationships with their customers.

Similar experiences of my own and others that have been reported in
the news over the years have resulted in my writing the New
Constitution so STRONG, that no inexcusable behavior by governments or
by businesses will ever again just be just shrugged off. A sign above
a business's door read: "Through this door walk the most important
people in the world—out customers!" Wouldn't it be great if the whole
country felt that way toward others?

Moammar Gadhafi. Russia and China, which held veto powers, abstained from the vote, along with three other council members. The passing of the measure is expected to lead to U.N.-backed military strikes in Libya within hours, according to media reports.

House votes to permanently bar NPR from receiving federal funds 17 Mar 2011 In a mostly party-line vote, the House of Representatives passed legislation Thursday that would permanently bar NPR from receiving federal funds, the latest escalation in conservatives' campaign against the broadcaster. Republicans already voted to eliminate all federal support for the Corporation for Public Broadcasting for the current fiscal year, which helps public stations buy NPR programming, but the provision was not incorporated into the continuing agreements that have kept the government funded. The latest vote was 228 to 192, with one lawmaker voting "present."

Probation Ok'd For New Haven Cop Charged In Chase

A new report from the Drug Policy Alliance estimates that New York City spends $75 million a year to arrest people for marijuana possession, even though possession of up to 25 grams (about nine-tenths of an ounce) is not an arrestable offense in New York state. The report's authors, Queens College sociologist Harry Levine and drug policy researcher Loren Siegel (formerly with the ACLU), note that "carrying a small amount of marijuana in a pocket, backpack or purse...is not a crime" in New York. It is a citable offense, similar to a traffic violation, punishable by a $100 fine. But as Levine has shown, police in New York City routinely trick people (overwhelmingly young blacks and Hispanics) into taking out their marijuana and exposing it to "public view," which converts a citable offense into a misdemeanor. "From 1997 through 2010," Levine and Siegel report, "the NYPD made 536,000 arrests for marijuana possession." This little-noticed crackdown on pot smokers, they estimate based on conservative assumptions, has cost taxpayers between $500 million and $1 billion. That's on top of "the serious human costs and consequences," which include not only the inconvenience and humiliation of the arrest and time spent in jail but permanent criminal records that can be a lifelong handicap.
