Cash is trash: Big American Brother gives hints on how to spot citizen terrorists

Do you own flashlights? Or pay with cash instead of a credit card? And do grocery shopping for the week? I do. You probably do – and guess what, according to the Department of Homeland Security and the FBI, that could make both of us terrorists.

Recently, a Department of Homeland Security video has been making its way around the Internet; it tells people in no mixed terms that "paying cash is suspicious and weird." In an assertive, yet calm voice, the narrator tells viewers that, "if a patron appears nervous or anxious, or insists on paying cash, contact security personnel. This IS suspicious behavior."

So basically, if you've had a stressful day and don't have a credit card, you're done for.

This suggestion, and many others, has been sent out to hotels across the United States as part of the DHS' ongoing "See something, Say something" program. It even includes an 84-page manual, grandly titled, "Protective Measures Guide for the US Lodging Industry" – which points out that asking for privacy, among other things, is a red flag.

And that's really what this boils down to: a war on privacy. A potential terrorist, argue the US security agencies, is much easier to track if he uses a credit card. Credit card use provides Big Brother instant access to the buyer's contact information, purchase history – and, if need be, the ability to cut off his financial supply in an instant.

But the implementation of this idea is a rather grim prospect: instead of using an existing system to aid their efforts, agencies like the DHS and the FBI are effectively taking away the freedom of choice guaranteed in a supposedly free country.

Don't want to live on credit? Potential terrorist. Nervous? Potential terrorist. Don't want to be disturbed? Potential terrorist.

And it gets worse. In an FBI pamphlet distributed to military surplus stores, people who "make bulk purchases of items including weatherproofed ammunition or match containers, meals ready to eat or night vision devices including flashlights" should be reported. Because all those things are "potential indicators of terrorist activities."

Of course, people who, say, want to go camping, can make do without any of the aforementioned items. They can just take their credit cards, march right into the woods and make do that way. Or better yet, take the card, leave the woods and check into a hotel – smiling all the way, never locking the door and burning the "do not disturb" sign immediately upon arrival.

The helpful Bureau booklet also mentions "purchasing bipods or tripods for rifles" as dangerous. Not the rifles themselves – what's a lethal weapon between friends, right? No, in a country where almost anyone anywhere can buy firearms, people only worry when you buy a tripod for it.

And the absurdity doesn't end there. The agencies are going out of their way to instill fear into whoever they can, convincing them to report anything they deem suspicious. Of course, that includes sending a text message discreetly if you're in public. An unsuspicious, law-abiding citizen would obviously have to read his private messages or broadcast his phone calls out loud to be considered above-board. If he's whispering into his handset, however, the DHS is relying on its "citizen spies" to pounce and denounce the poor guy.

Right-wing political tendencies can also land you in trouble. Vice President Joe Biden recently likened Tea Party supporters to terrorists. But go too far left – and you're right back where youstarted, with the whole might of the American security system breathing down your neck. If you align yourself with the 99% of the Occupy movement, you're not above suspicion either. Stories of undercover officers infiltrating various 'Occupy' camps across the country have been rife, CIA involvement has been hinted at – and the US' biggest ally, the United Kingdom, has officially equated the protesters to terrorists.

Add to this:

- Being a veteran. Not that America has that many veterans, of course, having been recent history's most peace-loving, non-invading, unbiased country.

- Owning a gun. Of course, not only is it legal to own a gun, most people in the country know full well how to use one.

- Owning precious metals. Because the dollar is worth so much nowadays, the government thinks there's something kooky about people wanting to invest in something other than US Treasury paper.

And then, of course, there are SOPA and PIPA. They might sound like a couple of cute cartoon names, but the two bills – the Stop Online Piracy and Protect IP Acts – have caused huge concern in the States. Internet giants such as Google, Yahoo, and Twitter likened the act to Chinese-style censorship.

There's also the infamous NDAA – or National Defense Authorization Act, which basically allows indefinite detention of terror suspects, including American citizens.

And if you look at what makes a potential suspect, you can pretty much expect to be waterboarded every time you answer your phone. Or buy too much food. Or a flashlight.

The irony of all this, of course, is that while the various agencies spin their citizen-spy web, they're overlooking the obvious. What they're doing is in conflict with the Second Amendment of the United States Constitution and the Bill of Rights.

But hey, undermining a country's founding document is nowhere near as bad as paying cash, right?

Just what the world needs. Another 72 virgins joke. A jaw-droppingly Islamophobic video has been posted by Irish-American comedian Denis Leary on WhoSay. Some years ago Leary took a firm stand against Mel Gibson's antisemitism. But apparently crude anti-Muslim stereotyping is fine with Leary.

Comedian Joe Mande pointed us in the direction of a new holiday-themed video comedian Denis Leary posted on his website this week. It turns Charlie Brown's Christmas Special into some sort of very uncomfortable jihadist joke. As Mande put it, "I still can't get over how profoundly fucked up and confusing it is. That said, pleeeeeease watch."

Leary, who starred in the FX show Rescue Me for seven seasons, is known for his provocative comedy style, which has brought him controversy with statements about autism. While Leary is probably trying to shock his fans out of their pre-holiday stupor—fueled by a never ending stream of wallpaper Christmas tunes—we had a very tough time sitting through this particularly xenophobic one-note joke.

Of course, Leary is nothing if not an equal-opportunity offender, so he also posted a video of Santa Claus partaking in some of his favorite illicit activities, among other things. Watch below—because who doesn't want to listen to Leary sing a jaunty anti-Christmas song!

Infowars has discovered new FEMA documents that confirm information received from DoD sources that show military involvement in a FEMA-led takeover within the United States under partially-classified Continuity of Government (COG) plans. It involves not only operations for the relocation of COG personnel and key officials, population management, emergency communications and alerts but the designation of the American people as 'enemies' under a live military tracking system known as Blue Force Situational Awareness (BFSA).

Further, this Nov. 18, 2011 FEMA-released plan National Continuity Programs (NCP) Program and Mission Support Services (PAMSS) [PDF] linked at the FedBizOpps.gov website outlines a scenario that overlays with eerie accuracy the bigger picture sketched out by concurrent calls for troops to keep order in the streets of places like New Orleans, as well as other bombshell documents like those released from KBR seeking to activate contracted staff for emergency detention centers and for services like fencing and barricades, as well as numerous agencies and think tanks who've prepared for civil unrest and economic breakdown in America.

Hold onto your seats. The plan for the takeover of the United States has not only been drafted, but activated. Our sources and independent research make this abundantly clear. Martial law scenarios preparing for a breakdown of order under the ongoing economic collapse are underway, even as pretexts for control are initiated in locales across the country. Bold individuals like Ron Paul have warned that dangerous legislation like the NDAA designate the American population as potential enemies. Now, there is more evidence this targeting of the people is sadly taking place.

A laundry list of operations organized under FEMA's National Continuity Programs (NCP) provides a base of technical support for the deployment of national emergency plans and the logistical tracking of all personnel incorporated under what Homeland Security chief Janet Napolitano has lovingly termed the big "federal family."

"Friendly" military and FEMA personnnel, along with their contracted employees and those of other federal agencies, will carry transponder ID badges, like those described here, to designate their "blue" inclusive status. As our military sources have confirmed, under the Blue Force Situational Awareness (BFSA) all other American citizens and civilians are designated under the "red" category and treated as an enemy or potential unfriendly. Throughout his past investigative work including witnessing numerous military drills, Alex Jones has also witnessed the technology and the use of this alarming code branding ordinary Americans as battlefield enemies. The plan includes drone and other high-tech tools to monitor and target individuals designated under the "enemy" status.

The military's blue force tracking technology has been adopted since 2003 in Iraq and used in theaters like Afghanistan to quickly distinguish "Blue" friendlies (including U.S. forces and allies like tribal forces) from "Red" enemies. However, on the U.S. homeland battlefield, it is the American people who will be designated under "red," whereas cleared occupying personnel are tracked as "blue" friendlies by their ID transponder badges. The designation was set-up to reduce "friendly fire" incidents.

Blue Force and other related programs like Geospatial Information Systems (GIS), Continuity Analysis and the Command, Control, Communications and Computing (C4) operations named in the document electronically track and verify the location and clearance of COG-related personnel, the usage of emergency shelter facilities and their components as well as the military's friendly/enemy designations– creating a matrix for live monitoring and control coordinating with FEMA databases during martial law or national emergency scenarios.

For instance, FEMA acknowledges in its documents the use of Blue Force tracking systems and other geospatial information systems to monitor the capacity and usage of its facilities under the National Shelter System and other programs. Preparations for the orderly control of the masses have already been put into place.

In particular, the Mt. Weather Emergency Operations Center outside Washington, D.C. is empowered to "coordinate, track, and synchronize the relocation of key leadership and staff from the DHS and FEMA Emergency Relocation Groups (ERG) members to perform their essential functions" during a declared national emergency using the Blue Force and other related tracking programs managed under the established joint relocation operations control center and emergency relocation programs referenced in the document. Section 1.3.4 further details the minimum ID requirements for contractor employee identification and verification.

The FEMA National Shelter System (NSS) is a comprehensive, Web-based database created to support Federal, State and local government agencies and voluntary organizations responsible for Mass Care and Emergency Assistance. The FEMA NSS allows users to identify, track, analyze, and report on data for virtually any facility associated with the congregate care of people and/or household pets following a disaster.

FEMA has also outlined detailed support for its vast Integrated Public Alert and Warning System (IPAWS), proscribed under Executive Order 13407 for the federal takeover of communications. It details the continuity of emergency communications and the issuance of warnings to the public, including public-private partnerships concerned with issuing alert messages through cellular providers– a program that only recently caused panic when it was publicly tested without forewarning in New Jersey. It is designated in the document under the Commercial Mobile Alerting System (CMAS).

As we have mentioned here and detailed in the past, this is part of larger COG government takeover– not part of any ordinary natural disaster response as the media has been told. The elite have initiated worldwide economic collapse and prepared their power-grabbing response as currencies and markets fall across the globe. All the experts we've talked to over the years concur with this basic analysis.

To put it simply: once the economic depression has sunken in completely, the population will willingly head in droves to government centers for basic requirements like food. As Henry Kissinger bluntly quipped, "Control oil and you control nations; control food and you control the people." FEMA's response will in hinge, in part, on just that– encouraging people sign up for their own enslavement.

Lawrence Davidson argues that the US Congress's latest assault on civil and political rights – the Homeland Battlefield Bill – is historically unique in that, rather than being a response to particular conditions such as war and amorphous fears of foreign threats which is reversed when the "threat" ended, it is potentially permanent.

Congress attacks the constitution

The US Congress has ended the year 2011 by assaulting the constitution. The attack came in the form of the 2012 National Defence Appropriations Act (NDAA), which passed both the House of Representatives (14 December) and the Senate (15 December) by large margins despite having an attached provision (the "Homeland Battlefield Bill") that allows the United States military to take into custody and hold indefinitely without trial any American citizen designated a "terrorist suspect".
　
As if to make sure that everyone knew just what they were voting for, Senator Lindsey Graham, Republican from South Carolina who supports the legislation, said on the Senate floor: "The statement of authority to detain does apply to American citizens and it designates the world as a battlefield, including the homeland." That means US citizens designated terrorist suspects are stripped of their protections under the constitution. They simply fall into a judicial black hole. Ironically, Congress did this to the country on the 220th anniversary of the Bill of Rights.

At first it seemed that President Barack Obama was prepared to veto the bill so as to prevent this attack on citizen rights. But this proved to be untrue. What Obama was really interested in was language that prevents the military from interfering with the work of the FBI in cases of suspected terrorism. Actually, this should add to our worries because the FBI has a disturbing record of manufacturing terrorists out of poor and disgruntled US citizens. Given the numerous scams and entrapment scenarios the bureau runs, we will probably see a macabre two-step dance where the FBI makes the terrorists and the military takes them away, never to be seen again outside of Guantanamo Bay. Guantanamo Bay has become Washington's version of Devil's Island.

Here are some reactions to the Homeland Battlefield Bill:

1. Tom Malinowski of Human Rights Watch: "It's something so radical that it would have been considered crazy had it been pushed by the Bush administration. It establishes precisely the kind of system that the United States has consistently urged other countries to drop."
　
2. Senator Rand Paul: "Really, what security does this indefinite detention of Americans give us? The first and flawed premise, both here and in the badly named Patriot Act, is that our pre-9/11 police powers were insufficient to stop terrorism. This is simply not borne out by the facts."

In addition, Paul points out that the present definition of a terrorist in US law is broad to the point of meaninglessness. "There are laws on the books that characterize who might be a terrorist: someone missing fingers on their hands... Someone who has guns, someone who has ammunition that is weatherproofed, someone who has more than seven days of food in their house can be considered a potential terrorist."

3. Professor Jonathan Turley, legal scholar, says: "How did we come to this place? Well, it took the joint efforts of both parties and a country that has been lured into a dangerous passivity by years of war rhetoric."

The odd thing about President Obama's willingness to sign this bill and, as Human Rights Watch notes, "go down in history as the president who enshrined indefinite detention without trial in US law", is that the FBI, the CIA, the director of National Intelligence, the attorney-general and the secretary of defence, among others, all oppose it. The military in particular appear to have no wish to destroy a 200-year tradition of non-interference in domestic affairs. In fact, according to Heather Huburt, the executive director of The National Security Network, a non-profit organization focusing on national security, "you can't find any national security experts in favour of these provisions".
　
Yet the president, faced with a large bipartisan Congressional majority anxious to prove to the American people that it is as willing as they to "give up essential liberty to purchase a little temporary safety", and also having been assured of a cooperative legal arrangement between the military and the FBI, quickly jumped on the bandwagon. One can only assume that nothing in the Homeland Battlefield Bill goes against Barack Obama's principles – whatever they may be.

The historical context

Before we are overrun by doom and gloom, it is best to put this situation in historical context. Throughout US history there have been episodes when the constitution was disregarded and citizens rights trampled on. For instance:

a) As early as 1798 with the Alien and Sedition Acts.

b) In 1830 when President Andrew Jackson ignored the Supreme Court and illegally evicted the Cherokee of Georgia.

c) When the otherwise revered Abraham Lincoln started to ignore due process and arrest and hold people thought to be a danger to the union cause during the Civil War.

d) Woodrow Wilson, otherwise seen as making the "world safe for democracy", instituted the questionable Espionage Act of 1917 and Sedition Act of 1918.

e) Followed by President Harding's mostly illegal deportations during the Red Scare of the early 1920s.

f) Then, of course, there was the illegal incarceration of Japanese Americans during World War II

g) And, in the 1950s under Truman and Eisenhower, the US went through a second Red Scare entailing blacklists, loyalty oaths and the McCarthy hearings.

There are a number of lessons we can drew from these episodes:

First – The party leaders and administrations that initiated these illegal policies have been both "conservative" and "liberal." Many considered Andrew Jackson, Woodrow Wilson and Abraham Lincoln to be quite progressive for their time. The Federalists of 1798 and the McCarthyite Republicans of the 1950s were seen by many of their contemporaries as opportunistic reactionaries.

Second – Most of the historical attacks on constitutional protections were situation-specific. That is, they were responses to particular conditions such as war and amorphous fears of foreign threats. These conditions allowed for the draconian actions of the government. However, when the crisis (real or imagined) ended, policy swung back toward a more centrist political orientation and rights were restored. One might argue that this is what is happening now, that we are in one of these crises modes, and the government is reacting in character by trashing constitutional rights. I think that this could be a reasonable interpretation, but for one troubling aspect of the present situation that we will get to at the conclusion of this essay.

Third – The "average" citizen is comfortable with (and indeed sometimes enthusiastic about) the unconstitutional behaviour of the government. Thus, as Jonathan Turley put it: "While the framers [of the constitution] would have likely expected citizens [to be] in the streets defending their freedoms, this measure [the Homeland Battlefield Bill] was greeted with a shrug and a yawn by most citizens and reporters."

Why would this be so? Keep in mind that the average citizen does not often use his or her rights and sometimes is unaware of what they are. The majority is also normally under the influence of the government and its allied media. To wit, Turley's "years of war rhetoric". Even when the claims of these influential sources are exaggerated and distorted, the majority has no way to know this.

The population is in need of fact-checkers, a role once, but no longer, played by the media. Today's fact-checkers are a stand alone vocal minority who contest the exaggerated claims of the government and media, and the abuse of power that often goes along with them. Yet the majority is uncomfortable with fact-checkers and their negative revelations, particularly when they appear outside of traditional contexts (like the media). It is easy for the government to isolate the nay sayers and persuade people that the critics are part of the problem, allied with the enemy and in need of suppression. Therefore, it is fact-checkers who are in great need of the protection of the Bill of Rights. The truth is that in many places, including the US, it is dangerous to tell the truth. Just look at the cases of Bradley Manning and Julian Assange.

Conclusion (the troubling aspect)

Unfortunately, there may be something historically different about the present crisis. It is potentially endless. Terrorism is the poor man's form of revenge to prevailing economic, political and military domination (direct or by proxy) that is global and ongoing. Anyone with a little technical skill and a lot of determination can exact this kind of revenge. And, as long as that happens, there will be opportunistic and/or paranoid domestic elements that will use such incidents to isolate, harass and persecute critics of government war-on-terror policies.

If this prognosis is accurate, the only thing that can be expected to end this struggle is a revolutionary change in relations between the West, and particularly the United States, and the non-Western world, particularly the Middle East. No one should be holding their breath as far as this prospect goes. As it stands now, the best one can hope for are pauses in this struggle.

This is a depressing prospect, but it does not relieve anyone interested in the maintenance of political and civil rights from carrying on a determined resistance to their erosion. It is only by vigorously defending and using such rights as free speech that we can hope to sustain the space necessary for critical voices. Think of such rights as muscles. If you don't want them to atrophy, you have to use them. So, if you want to keep your rights, get out there and use them.

Within an hour of posting a critical FEMA document sourced publicly on a government website that discloses plans to hire contract employees under a continuity of government plan, that document was removed and replaced by the following cryptic warning against posting 'classified' documents:

 

ATTENTION: Agency users are responsible for properly uploading controlled, unclassified materials to FBO using the access control procedures for document packages and attachments detailed in the FBO Buyers Guide. Do not upload ANY classified materials to FBO.

The government-linked document we posted was marked 'Source Selection Sensitive' but not considered classified. Further, it was listed publicly on a government website that was soliciting bids for government contracts. However, despite its public classification, it contains information that clearly is NOT intended to gain wide publicity.

As we reported earlier, the highly contentious federal government plans for Continuity of Government (COG) are largely classified, yet have come to light in shards. Congressman Peter de Fazio made waves after going on the House floor to give a speech raising hell about how the plans for COG, including martial law, were not only classified, but kept secret from Congress, the only organ of public officialdom still tied directly to the people. Similarly, this clip shows the 1980s investigations into the Iran-Contra Affair where questions about the Rex 84 plan for martial law were met with sharp calls for silence for national security reasons:

However, there are plenty of completely public Homeland Security and FEMA documents detailing parts of the secretive COG plans for a national emergency. Among these is the document we covered earlier, as this document reveals not only detailed aspects of the COG personnel relocation plans and martial law takeover of communications, but a plan to militarily-target Americans and designate them as enemy combatants– dramatically, through a blue/red high-tech surveillance matrix aimed at suppressing dissidents and occupying the homeland.

The important clip above also documents numerous executive orders specifying a takeover of civil America. FEMA, and its overlord mother the Department of Homeland Security, have been given enormous powers, and are now beginning to use them. That's why this new document is compelling enough for the government to cover up. FEMA camps are being staffed for stand-by operation– that's what the recent KBR documents covered by Infowars.com show.

Now, we find FEMA soliciting personnel to run a military-COG program that designates Americans as an enemy population. It is a perfect storm, timed with the Bill of Rights-destroying 2012 National Defense Authorization Act (NDAA) that puts on paper the indefinite detention of Americans without trial.

Yet the smoking gun document is a public bid for contracting companies. It's designation at FBO.gov is as a "Pre-Solicitation Notice for Program and Mission Support Services."

Why don't they want you to know? What HAS been exposed publicly points directly to overt takeovers of the constitutional government via martial law, the use of troops on the street (in violation of Posse Comitatus) and a definitive takeover of all communications, including the establishment of secure emergency communications lines for the the Continuity of Government controllers. More to the point, it validates the worst of fears– that rhetoric issued from political leaders in America demonizing its people as potential terrorists relates to real plans, albeit obscured from popular public knowledge, to target and indefinitely detain dissidents and other ordinary citizens any during declared emergencies, or for any pretext of national security.

That's right. The stuff out of cautionary tales like Seven Days in May, reviewed here by Alex Jones, and translated onto screen in 1964, has come true. Whether for a worthwhile pretext or not, plans have been put into place to transfer power outside of elected government. In its place is a constitution-circumventing framework to share power between the special interests who have bought/run the executive branch and legislative branch, including the National Security shadow powers given precedent there, including military and CIA capabilities.

In the seemingly endless desert wasteland of the Arizona-Mexico border, amid 30ft high cacti and thorny mesquite trees, an eagle-eyed Native American scout has found what he is looking for.

 

A freshly dislodged leaf from a Creosote bush is his first sign, followed by a snapped branch still wet to the touch. Nearby, a shiny patch of dirt shows where suspected drug smugglers have tried to evade his ancient skills by brushing over their vehicle's tyre tracks with a tree limb.

 

Unfortunately for the smugglers Jason Garcia, 38, a modern day Tohono O'odham Indian, is hot on their trail. Mr Garcia is a member of an elite group called the "Shadow Wolves," the US Department of Homeland Security's only Native American tracking unit. The squad also includes members of the Navajo, Lakota and Blackfoot tribes, and they are considered by some the best hunters of human beings in the world.

 

While a giant multi-billion dollar fence, unmanned Predator drones and electronic sensors are being touted as the way to seal this porous section of the border, Mr Garcia uses the same methods his ancestors developed over centuries to catch deer and peccary.

 

He and eight other Shadow Wolves operate in the Tohono O'odham Nation, a vast Indian reservation roughly the size of Northern Ireland. The O'odham have inhabited the area for thousands of years and their name translates as "Desert People.". Some 20,000 of them now live in scattered villages.

 

The reservation's border with Mexico is 76 miles long and its canyons and scrub land have become a favourite illicit entry point to the US for both Mexican drug cartels and illegal immigrants.

 

A recent tightening of border controls in urban parts of California and Texas has funnelled interlopers to more inhospitable areas such as Tohono O'odham, where there are few paved roads and the desert is infested with rattle snakes and venomous lizards called Gila monsters.

 

As a result the area is becoming more dangerous and the stakes for both crossers and law enforcement are high. Over the course of last year a record

252 bodies were recovered along the Arizona border as illegal immigrants perished from heat exhaustion and dehydration in summer, when temperatures reach 118F, and hypothermia in winter.

 

Last December border agent Brian Terry, 40, a former Marine, was killed in a shoot-out with Mexican bandits who were preying on illegal immigrants. On the day The Daily Telegraph visited Tohono O'odham a Guatemalan would-be illegal immigrant, Byron Neftali Sosa Orellana, 28, was shot dead by border agents near the Shadow Wolves base. The Shadow Wolves themselves once had

$500,000 bounties placed on their heads following a shoot-out with a drug gang.

 

The tracking technique they use is known as "cutting for sign" and is taught from childhood. Mr Garcia says: "This takes a lot of patience. You're looking for something that's almost invisible. Initially it can be something minute. But it's the thrill of the hunt. I'm looking for bad guys that don't want to be found."

 

Bending to his knees to study his latest find he can tell that the quarry passed by only minutes before in an SUV, probably a Chevrolet, heading directly north towards Phoenix 100 miles away.

 

Jumping into his own pickup truck he then plunges into the undergrowth, bouncing wildly through the cacti, and down a dry rutted riverbed, following signs invisible to the untrained eye. Unlike his ancestors he is armed with an M-4 rifle and a semi-automatic pistol.

 

Before long the Chevrolet looms ahead. It is stationary and has been partially hidden behind a cactus with a camouflage tarpaulin hastily thrown over it. The smugglers have already fled. Inside, a small amount of marijuana remains but the main cargo has gone. The SUVs can each carry loads of up to 2,000lb of marijuana, with a street value of $2 million.

 

Disappointed, Mr Garcia indicates a hill a few hundred yards away where one of the drug cartel spotters may be hiding. He explains that the spotters sit on peaks all the way from the border to Phoenix. They outnumber the Shadow Wolves and are equipped with night vision goggles, mobile phones and radios that deliver encrypted messages to drug mules on the ground. Other spotters work for people smuggling gangs and are in touch with the "coyotes" who guide groups of illegal immigrants across the desert.

 

"We're probably being watched right now," says Mr Garcia. "They see us coming and they get on the radio telling people we're coming."

 

Despite the vastness of the desert the tracker soon discovers two less recently abandoned drug smuggling vehicles hidden under tree branches, and a pile of warm coats left behind by a group of illegal immigrants. However, the trail of broken twigs and dislodged stones eventually goes cold. Mr Garcia's longest ever successful track took him 21 miles through the desert and mountains.

 

Drug smugglers use every possible option to get over the US border including horses, quad bikes and even ultralight aircraft. But the main delivery method is still the oldest, human mules carrying 40lb hessian wrapped bales of marijuana for payment of as little as $500 per trip. It can take them seven days to cross the desert.

 

The mules, and the thousands of illegal immigrants crossing, strap pieces of carpet to their shoes in an attempt to obscure their footprints. In response the trackers examine thorns for snagged fibres of clothing or hessian. They study the direction of indentations in the soil made by dislodged pebbles.

Moisture from a carelessly squashed piece of cactus tells them how far ahead people are. Disturbed soil under a tree reveals how long ago someone stopped to rest, as the shade from the tree moves through the day.

 

The game of cat and mouse between the Shadow Wolves and the mountain-based spotters goes on daily, and at night, and the tracking methods are having some significant success. They seize an average of 60,000lb of drugs a year with a street value of around $60 million (£38 million). It is impossible to determine how much marijuana, and how many illegal immigrants, get through.

 

With illegal immigration a hotbed issue in the 2012 presidential race most Republican candidates, with the notable exception of Texas Governor Rick Perry, favour erecting a giant fence across the entire US-Mexico border.

 

But the politicians' obsession with a fence is not shared by some of those at the sharp end of protecting the border. They appeared to back Mr Perry's view that the priority should be more manpower.

 

In Tohono O'odham there are already metal barriers in place to stop vehicles, but drug smugglers simply build temporary ramps and drive over them.

 

Mr Garcia said a fence would be useful in some flat areas but there was "a lot of rugged mountain country" where it would be simply impractical.

 

John Bothof, 47, a Lakota Shadow Wolf, said a fence would be "pretty ineffectual" and the money should be used to "create local Native American task forces."

 

"These guys live out here. They know what's going on," he said.
