EU: Governments due to raise rescue ceiling

Brussels, 29 March (AKI/Bloomberg) - European governments are preparing for a one-year increase in the ceiling on rescue aid to 940 billion euros to keep the debt crisis at bay, according to a draft statement written for finance ministers.

The euro-area finance chiefs will probably decide at a meeting in Copenhagen on Friday to run the 500 billion-euro permanent European Stability Mechanism alongside the 200 billion euros committed by the temporary fund, a European official told reporters in Brussels yesterday.

Beyond that, they are also set to allow the temporary fund's unused 240 billion euros to be tapped until mid-2013 "in exceptional circumstances following a unanimous decision of euro-area heads of state or government notably in case the ESM capacity would prove insufficient," according to the draft dated March 23 and obtained by Bloomberg News.

The boost to the war chest would come after Chancellor Angela Merkel of Germany, the dominant power in two years of crisis fighting, this week warned of "fragility" in Portugal and Spain. It would also be designed to lure the rest of the world into putting more money into the International Monetary Fund's arsenal.

European policy makers are wrangling over amendments to rules written last year that limit total available bailout funds to 500 billion euros. The IMF has made additional aid contingent on Europe first doing more to help itself.

Crisis Buffer

Finance ministers may make changes to the draft statement at their meeting tomorrow. In yesterday's briefing, the European official said the likeliest outcome is an anti-crisis buffer somewhere between 700 billion and 940 billion euros, without saying how long these amounts would be available.

The language in the draft also emphasizes the political hurdles to tapping the unused parts of the temporary fund, the European Financial Stability Facility. Merkel or any other euro- area government leader could exercise a veto.

Extra money won't put the debt crisis to rest, said Jens Weidmann, who was Merkel's economic adviser until he became head of Germany's central bank last year.

"Just like the 'Tower of Babel,' the 'Wall of Money' will never reach heaven," Weidmann said yesterday at Chatham House in London. "If we continue to make it higher and higher, we will, in fact, run into more worldly constraints," which might include setting "incentives that lead to new problems in the future."

Capital Call

In addition, an increase in the aid ceiling wouldn't make the entire sum available upfront. It would require a capital call in an emergency to mobilize the ESM's entire 500 billion euros before mid-2014.

Assuming that the temporary fund expires in mid-2013 without making further commitments, the permanent aid ceiling would revert to 700 billion euros, according to the draft. The ESM's provisions allow the finance ministers to raise or lower its capital at any time.

Discussion of the lending cap will coincide with a possible further speedup of the capitalization of the permanent fund. The first of five planned annual payments will be made in July and the second in October, the draft statement said.

The remaining payments may also be accelerated, with two in 2013 and the final installment in the first half of 2014, two years earlier than previously planned, the statement said.

As a result, Europe would be capable of making a theoretical three-year aid pledge of 500 billion euros on July 1 and having enough money to follow through, the European official said.

The firewall "has to be credible," German government spokesman Steffen Seibert told reporters in Berlin yesterday when asked about calls for the backstop to be as much as 1 trillion euros. At the same time, "it's regrettable that in this discussion no number is ever big enough."

Why not just bleep out the MPAA deemed unacceptable profanity like
they do on television for a PG version? This film is too important not
to be seen by youth. The Unrated release prevents many from seeing it
at all. -T

Sources Claim New 'Bully' Re-Cut Will Be PG-13
The MPAA still won't grant Bully anything less than an "R" rating, and
in the face of its obstinacy the Weinstein Co. now suggests it might
re-cut the film, sans profanity, to secure a rating of "PG 13." This
is from "two people familiar with the company's plans who were not
authorized to speak about them publicly," according to the Los Angeles
Times. Officially, however, the Weinstein Co. still plans to release
the film in mid-April with no rating at all. From the Times:

The Weinstein Co. denied that changes were being made now but allowed
for the possibility in the coming weeks. "At this time, there are no
plans to change the film for a PG-13," Stephen Bruno, the company's
head of marketing, told 24 Frames on Friday. "We are in constant
conversation with the MPAA and hope a compromise can be reached." The
MPAA has been steadfast that the existing cut wll not be given
anything lower than an R.

The Times explains a weird quirk of the MPAA rating system: That
merely bleeping profanity isn't enough to lower a film's rating,
presumably because even impressionable kids are sufficiently worldly
to know what ugly noises are being made beneath the beeps. Which makes
one wonder why they need to be protected from profanity in the first
place, but never mind.

Removing all profanity from Bully will pose difficulties for Weinstein
Co., because one of Bully's most important scenes is full of the
stuff:

The scene that earned the film an R features one teen threatening
another as the two sit side-by-side on the bus, with profanities
interwoven throughout the scene ... Weinstein and filmmaker Lee Hirsch
have been adamant that the scene remain in the film as is to show the
full force of what bullied kids face

Email and web use 'to be monitored' under new laws

The government will be able to monitor the calls, emails, texts and website visits of everyone in the UK under new legislation set to be announced soon.

Internet firms will be required to give intelligence agency GCHQ access to communications on demand, in real time.

The Home Office says the move is key to tackling crime and terrorism, but civil liberties groups have criticised it.

Tory MP David Davis called it "an unnecessary extension of the ability of the state to snoop on ordinary people".

Attempts by the last Labour government to take similar steps failed after huge opposition, including from the Tories.

'Unprecedented step'
A new law - which may be announced in the forthcoming Queen's Speech in May - would not allow GCHQ to access the content of emails, calls or messages without a warrant.

But it would enable intelligence officers to identify who an individual or group is in contact with, how often and for how long. They would also be able to see which websites someone had visited.

In a statement, the Home Office said action was needed to "maintain the continued availability of communications data as technology changes".

"It is vital that police and security services are able to obtain communications data in certain circumstances to investigate serious crime and terrorism and to protect the public," a spokesman said.

"As set out in the Strategic Defence and Security Review we will legislate as soon as parliamentary time allows to ensure that the use of communications data is compatible with the government's approach to civil liberties."

But Conservative MP and former shadow home secretary David Davis said it would make it easier for the government "to eavesdrop on vast numbers of people".

"What this is talking about doing is not focusing on terrorists or criminals, it's absolutely everybody's emails, phone calls, web access..." he told the BBC.

"All that's got to be recorded for two years and the government will be able to get at it with no by or leave from anybody."

He said that until now anyone wishing to monitor communications had been required to gain permission from a magistrate.

"You shouldn't go beyond that in a decent civilised society, but that's what's being proposed."

'Attack on privacy'
Nick Pickles, director of the Big Brother Watch campaign group, called the move "an unprecedented step that will see Britain adopt the same kind of surveillance seen in China and Iran".

"This is an absolute attack on privacy online and it is far from clear this will actually improve public safety, while adding significant costs to internet businesses," he said.

Shami Chakrabarti, director of Liberty, added: "This is more ambitious than anything that has been done before. It is a pretty drastic step in a democracy."

The Internet Service Providers Association said any change in the law much be "proportionate, respect freedom of expression and the privacy of users".

The Sunday Times quoted an industry official who warned it would be "expensive, intrusive [and] a nightmare to run legally".

Even if the move is announced in the Queen's Speech, any new law would still have to make it through Parliament, potentially in the face of opposition in both the Commons and the Lords.

The previous Labour government attempted to introduce a central, government-run database of everyone's phone calls and emails, but eventually dropped the bid after widespread anger.

The then Home Secretary Jacqui Smith did pursue efforts similar to those being revisited now, but the Conservatives and Liberal Democrats continued to voice their concerns.

The shadow home secretary at the time, Chris Grayling, said the government had "built a culture of surveillance which goes far beyond counter terrorism and serious crime".

Chris Huhne, then the Lib Dem home affairs spokesman, said any legislation requiring communications providers to keep records of contact would need "strong safeguards on access", and "a careful balance" would have to be struck "between investigative powers and the right to privacy".

Critics say the "Today" show attempted to incite racial anger when it cut crucial seconds from audio of a phone call placed by George Zimmerman just before he killed the teenager.

NBC News is being excoriated in some circles – with competitor Fox News Channel leading the charge – for selectively editing audio of the 911 call placed by George Zimmerman just before he killed Trayvon Martin.

 

The NBC segment in question featured anchor Ron Allen and ran on the Today show on Tuesday. On Thursday, Sean Hannity and guest Brent Bozell played the NBC version of the 911 call and compared it with the unedited version

 

In the NBC segment, Zimmerman says: "This guy looks like he's up to no good. He looks black."  The full version, though, unfolds like this: Zimmerman: "This guy looks like he's up to no good, or he's on drugs or something. It's raining and he's just walking around, looking about." 911 operator: "Okay. And this guy, is he white black or Hispanic?" Zimmerman: "He looks black."

 

After playing both versions, Hannity said: "They forgot the dispatcher's question! How could NBC, in good conscience, do that?" "This isn't bias, this isn't distortion, this is an all-out falsehood by NBC News," answers Bozell, who runs a conservative watchdog group called the Media Research Center.  "When you hear him say, 'he looks black,' anyone watching that believes that there are racial overtones to what this man did," Bozell says. "How could you not believe that? It goes with the narrative of the profiling. The only problem is, they edited out the dispatcher asking him, 'what does he look like?'"  NBC News declined to comment.

 

Zimmerman, a volunteer community-watch participant shot and killed Martin on Feb. 26 in Florida, and some Democratic lawmakers and civil rights activists have called it a hate crime, accusing Zimmerman, who is Hispanic, of racially profiling Martin, who was a 17-year-old African American male.  "This is NBC News, Brent, and this is what they did at a time when emotions are running very high in this country," Hannity said during his Thursday night TV show. "Tom Brokaw, Matt Lauer, I wonder if they're proud tonight?" Hannity asked.

Sandra Fluke's Dilemma is Solved – She Needs to be declared an EPA Wetlands Protected Area

Many of you have likely seen the heart rending testimony of Ms. Sandra Fluke, a law student at Georgetown University, before a Congressional Committee a few weeks ago. She was lamenting that no one would subsidize her birth control expenses, which she claimed would amount to $3000 during her three years in law school.

After watching Ms. Fluke describe her desperate situation I set to thinking of ways to help her out of her crisis.

First, of course I had to pass through the grieving period I experienced after hearing of her inhumane treatment at the hands of the Georgetown administration and our Government � what cruelty lurks in the heart of men that they would leave this poor woman to fend for herself when all she wanted to do was get laid seven times a day (see my analysis below).

Once I recovered from my grief, I set to thinking about ways to help this poor girl. Being a Physicist, I sat down with my calculator and worked through some numbers.

Ms. Fluke's expense account for birth control (aka sexual entertainment) was claimed to be $3000 for three years at law school. Let's presume that as an educated woman she wants to be doubly safe and uses both birth control pills to prevent pregnancy and condoms to prevent STD (sexually transmitted disease).

Using the Wal-Mart cost for birth control pills of $9 per month, her birth control pills will cost her $324 for her entire law school career (if you can call it a career � I can think of other names). This leaves only $2676 for her condoms.

I went to Amazon.com, and found quality condoms available for 33 cents each in packages of 60 condoms each. This cost includes tax and shipping. Since she has $2676 for her 33 cent condoms, she will be buying 8109 condoms during her law school "career"�.

To use her 8109 condoms (remember, $3000 was Ms. Fluke's own number) she would have to have sex 7 times a day. This number presumes that she has sex ten times a day on Sundays when she has more free time.

So, having worked through these numbers, I have some suggestions for Ms. Fluke to help her work through her crisis:

1. Find dates that are gentlemanly enough to either provide their own condoms, or at least split the cost with her. Selection criteria is the key to this one.

2. Spend more time studying. Even seven "quickies" a day will seriously cut into quality study time. This would not only save money but would improve her education as well.

3. Seek funding from the EPA from one of their Wetlands Protection programs surely Ms. Fluke's nether regions would qualify as wetlands given sex seven times a day.

Just trying to help out a starving student.

By the way, the average starting salary of new Georgetown Law School graduates is $160,000 a year, FYI.

The Latest Generation of Traffic Busy Bodies

The police have a long history of enlisting citizens to assist with routine law enforcement tasks. Everyone is familiar with police-sponsored neighborhood watch programs, and many communities train volunteers to monitor traffic (complete with radar guns), record license plate numbers and report infractions to local police. But we've recently run across several examples of citizen-led traffic control that go a little too far.
 
The first involves the proliferation of community-based "pace car programs." No, it's not a NASCAR marketing promotion. Cities from California to North Carolina encourage citizens to sign up for pace car programs in which drivers agree to strictly adhere to the speed limit in residential areas, thereby slowing down traffic and "setting a good example" for other drivers.
 
The more drivers who sign up, the safer the roads become, or so the theory goes. Here's a typical example from Davis, California. Volunteers sign a pledge to drive safely and obey all traffic laws. In return they receive a car decal and the privilege of holding up traffic and generally making a nuisance of themselves on the roads. And it's not just small towns; large metro areas like Washington D.C. and New Haven, Connecticut, have gotten into the act.
 
Pledges are also the safety tool of choice in the United Kingdom. Authorities in Edinburgh, Scotland, have rolled out a novel pilot program to get drivers to slow down. Realizing the pester power kids have over their parents, authorities are enlisting school children to badger their parents to sign a pledge to adhere to the new 20 mph speed limit. Students will compete to see who can collect the most signed pledge cards over the next few months.
 
Inexplicably titled "Just Give Me a Minute," the campaign may expand to other parts of the city in coming months. Safety officials are promoting the program as a cheaper alternative to traffic calming measures, which would cost approximately six times as much. They also tout the children as "champions" who will "send out a powerful message to drivers and appeal to their sense of responsibility for their community."
 
A related example also comes from the United Kingdom. Always looking for new and fun ways to target motorists, the local police in Yorkshire, England, also turned to the most innocent to do their dirty work. Students at the Anlaby Primary School recently set up a speed trap outside their school and ran laser on passing cars. With the supervision of local police, students, dubbed Junior Road Safety Officers, issued drivers tickets they made themselves.
 
Key to the operation was the fact that students confronted and chastised motorists for their actions. According to one enthusiastic Junior Road Safety Officer, motorists were "all really sorry and they're giving good apologies."
 
Kids have always nagged their parents to change their behavior—whether it's to stop smoking, exercise more or to just leave them alone. But the notion of institutions (police and schools) recruiting children to admonish their parents and other adults for their driving habits strikes us as Orwellian. Who needs surveillance cameras when little Fiona is in the back seat observing everything you do behind the wheel?  Authorities imposing their will in this way cannot be in the best interests of parents or children (or drivers for that matter), even if it is done under the guise of public safety. ♦

 The Color of Crime

New Century Foundation is a 501(c)(3) organization founded in 1994 to study immigration and race relations so as to better understand the consequences of America's increasing diversity.

Perhaps the most important publication of New Century Foundation is The Color of Crime, New Century Foundation's report on differences in crime rates by race, bias in the justice system, and interracial crime. First published as a monograph in 1999, the 2005 edition of The Color of Crime is available online as a free PDF download.

Major Findings

 

·         Police and the justice system are not biased against minorities.

Crime Rates

·         Blacks are seven times more likely than people of other races to commit murder, and eight times more likely to commit robbery.

·         When blacks commit crimes of violence, they are nearly three times more likely than non-blacks to use a gun, and more than twice as likely to use a knife.

·         Hispanics commit violent crimes at roughly three times the white rate, and Asians commit violent crimes at about one quarter the white rate.

·         The single best indicator of violent crime levels in an area is the percentage of the population that is black and Hispanic.

Interracial Crime

·         Of the nearly 770,000 violent interracial crimes committed every year involving blacks and whites, blacks commit 85 percent and whites commit 15 percent.

·         Blacks commit more violent crime against whites than against blacks. Forty-five percent of their victims are white, 43 percent are black, and 10 percent are Hispanic. When whites commit violent crime, only three percent of their victims are black.

·         Blacks are an estimated 39 times more likely to commit a violent crime against a white than vice versa, and 136 times more likely to commit robbery.

·         Blacks are 2.25 times more likely to commit officially-designated hate crimes against whites than vice versa.

Gangs

·         Only 10 percent of youth gang members are white.

·         Hispanics are 19 times more likely than whites to be members of youth gangs. Blacks are 15 times more likely, and Asians are nine times more likely.

Incarceration

·         Between 1980 and 2003 the US incarceration rate more than tripled, from 139 to 482 per 100,000, and the number of prisoners increased from 320,000 to 1.39 million.

·         Blacks are seven times more likely to be in prison than whites. Hispanics are three times more likely.
